Local Administration Minister Objects to Hadhramaut Governor's Appointment of Youth and Sports Director, Demands "Compliance with the Law"

 In a formal protest, the Minister of Local Administration in the internationally recognized Yemeni government, Hussein al-Aghabri, has objected to the decision of Hadhramaut Governor, Mabkhout bin Madhi, to appoint a new director general for the Ministry of Youth and Sports office in the province. Al-Aghabri labeled the appointment as a "violation of the law."

An official document, a memorandum addressed to Governor bin Madhi and reviewed by Barran Press, revealed that the Minister stated the appointment was made "without any coordination with the Minister of Youth and Sports, which is in direct contradiction with the Local Authority Law."

The memorandum stated, "We received a copy of the memorandum from the Minister of Youth and Sports dated 2024/7/1, which included your appointment of a Director General for the Youth and Sports Office in the Wadi and Desert region by decision number (42) for the year 2024, without coordination with the Minister and without relying on the Local Authority Law number (4) for the year 2000" in its article number (43) paragraph (b). The memorandum also cited article (83) which outlines the conditions for holding public office.

The Local Authority Law, in its article number (43) paragraph (b), stipulates that "the governor shall nominate the heads of the executive bodies in the province in coordination with the relevant minister," according to the memorandum.

The Minister of Local Administration, in the memorandum, demanded that the Governor of Hadhramaut "comply and implement the provisions of the Local Authority Law and abide by the provisions of article (43) paragraph (b) and article (83) in such cases, taking into account what was stated in the memorandum of the Minister of Youth and Sports."

On Wednesday, July 3, 2024, security forces stormed the Ministry of Youth and Sports office in Hadhramaut province and handed it over to the newly appointed director general, appointed by the governor.

Barran Press obtained a memorandum from the Director General of the Ministry of Youth and Sports office in Hadhramaut, Riyad al-Jahouri, addressed to the Minister of Youth and Sports, Nayef al-Bakri, in which he complained about the raid, his being prevented from entering the office, and his inability to perform his legal duties.

Barran Press also obtained photographs showing vehicles and security and military personnel deployed at the entrances and surrounding the Ministry of Youth and Sports office in Hadhramaut province on Wednesday morning.

On Monday, July 1, 2024, the Governor of Hadhramaut, Mabkhout bin Madhi, issued decision number "42" for the year 2024, appointing Majdi Suleiman Matran bin Talib as the Director General of the Ministry of Youth and Sports office in the Wadi and Desert region, replacing the director general appointed by the ministry, Riyad al-Jahouri.

He also issued decision number "43" for the year 2024, appointing Riyad al-Jahouri as an advisor to the Governor of Hadhramaut for youth affairs, according to local media reports.

The following day, local news outlets reported that the Deputy Governor of Hadhramaut for the Wadi and Desert directorates, Amer al-Amri, met with the new director appointed by the Governor of Hadhramaut and discussed the "procedures for the handover process," which al-Jahouri denied in his memorandum to the Minister of Youth and Sports.

On Tuesday, July 2, 2024, the Minister of Youth and Sports instructed the Governor of Hadhramaut to "deposit the revenues of the Youth and Sports Care Fund into the central account in the temporary capital, Aden," according to a memorandum obtained by Barran Press.

The document revealed further violations committed by the Governor of Hadhramaut, including interference in the powers of the Minister of Youth and Sports and violation of previous agreements signed with the ministry.
