Yemeni Humanitarian Forum Emphasizes Oversight and Evaluation of International Projects

The second Humanitarian Coordination Forum, held in the temporary capital of Aden on Wednesday, July 17, 2024, brought together government officials, UN representatives, representatives of government and civil organizations, and heads of humanitarian partner blocs in liberated governorates.

According to the official Yemeni news agency Saba, the forum stressed the importance of joint coordination between government agencies and partners to develop a clear and specific vision for modernizing humanitarian work and unifying efforts in the service of humanitarian and development work.

The forum also emphasized the need to "activate the process of monitoring and evaluating projects implemented by international organizations," noting the necessity of strengthening the work of the emergency operations room and updating the development strategy through consultations between the government, represented by the Ministry of Planning and International Cooperation, and international organizations.

During the meeting, Deputy Minister of Planning and International Cooperation in the internationally recognized Yemeni government, Nizar Basuhaib, highlighted the importance of "identifying positive practices that will contribute to achieving better results from the effectiveness of interventions and projects."

He stressed the "need to establish new work mechanisms to improve and develop performance in many sectors in the coming phase and to follow best practices for using funds allocated to projects."

He emphasized the need for "rationalizing spending as much as possible" while "addressing the problems and challenges facing the work of various international and local organizations and the government regarding humanitarian work to facilitate a smooth transition from humanitarian work to development work."

Meanwhile, Deputy Humanitarian Coordinator in Yemen, Diego Zorrilla, stated that "UN organizations and humanitarian partners in Yemen are committed to implementing long-term projects and achieving development reforms."

He noted the "challenges arising from the lack of funding allocations and strengthening joint work with all international partners to provide more support to Yemen."

According to the agency, the forum discussed a number of issues, including ways to empower humanitarian work through local or government institutions.

It also discussed "mechanisms for monitoring, follow-up, and evaluation of the work of governmental and non-governmental organizations in their interventions in implementing various projects, most notably multi-sectoral projects."

On April 29, 2024, the Ministry of Planning and International Cooperation organized the first Humanitarian Coordination Forum for Humanitarian Partners in partnership with the UN Office for the Coordination of Humanitarian Affairs (OCHA).

According to the ministry's website, the forum aims to strengthen joint coordination mechanisms between all parties involved in humanitarian work in the country, identify urgent needs and challenges, ways to address them, ways to share information, coordination aspects between emergency control rooms between relevant parties, the relationship between humanitarian and development operations, and mobilizing funds.
