On Sunday, October 27, 2024, Dr. Abd Rabbu Miftah, the Deputy Governor of Marib, emphasized the urgent need for a realistic humanitarian response plan that accurately reflects the dire humanitarian crisis in the governorate, which is home to over three million people, most of whom are internally displaced.
His remarks came during a consultative workshop organized by the United Nations Office for the Coordination of Humanitarian Affairs (OCHA) to prepare the humanitarian response plan for 2025 for the Marib and Al-Jawf governorates, according to the official Saba News Agency.
Miftah highlighted the challenges facing local authorities due to the deteriorating humanitarian situation and the widening gap between rising needs and declining funding.
He criticized reports evaluating the implementation of organizations’ response plans, which claim success rates of 99% to 100%, calling them "misleading" and not reflective of the true humanitarian situation, as they manipulate figures.
"The reports focus on a limited number of those in need in each sector and base their assessments on the coverage of targeted individuals rather than the total number of people in need," Muftah stated. He urged that response plans should be built on realistic foundations that encompass all those requiring assistance.
Saeed Moussa, the OCHA office director in Marib, clarified that the workshop is part of the annual planning process aimed at promoting needs-based planning to address actual requirements and accurate figures.
