On November 17, 2024, Mohammed Madas, the director of the Ministry of Civil Service and Insurance in Lahj province, announced that 1,384 civil servants were found to be holding dual positions across 33 administrative units. Of these, 1,029 employees are in 17 military facilities, while 355 are in 16 security administrative units.

According to the official Saba News Agency, this statement was made during the launch of a matching process to address duplicate employees within the civil, military, and security sectors in Lahj.

Madas revealed that the investigation uncovered instances of dual employment within public offices in Lahj, where employee names appeared in both military and civilian roles. Notable offices affected include the Ministry of Education with 600 duplicate employees, the Ministry of Public Health with 99, and the Ministry of Agriculture and Irrigation with 23.

Additionally, duplicates were identified in various other sectors, including Technical Education, Public Works, Finance, Local Administration, and Youth and Sports, among others. The Military Retirement Fund alone accounted for 217 duplicate employees.

Madas urged all affected employees to promptly approach the matching committee to rectify their employment status within two weeks, starting from the announcement date. He emphasized that those who fail to complete their information will be removed from the Ministry's central database and may face legal action for not correcting their employment situations.

In a previous directive on September 17, the internationally recognized Yemeni government had granted dual employees a month to resign from one position to avoid punitive measures, as part of broader financial and administrative reforms.
