Yemen's Presidential Council Approves Plan with Six Measures for Normalizing Conditions in Hadramout

On January 7, 2025, Yemen's Presidential Leadership Council announced a comprehensive plan aimed at normalizing conditions in Hadramout Province and addressing the legitimate demands of its residents and political communities, while enhancing the province's significant role in the national equation and its active participation in local and central decision-making.

According to a statement published by the official Yemen News Agency, Saba, the council approved six executive measures to restore normalcy in the province. Key components of the plan include allocating revenues from the sale of crude oil stored at the Al-Dhaba and Al-Masila terminals to establish two new power plants in coastal and valley areas of Hadramout.

The measures also encompass support for efforts to unify and mobilize the people of Hadramout and their various components, promoting their fair partnership in state structures and any forthcoming political entitlements commensurate with Hadramout's status and rights across different levels.

Additionally, the plan includes integrating Hadramout residents into the armed forces and security services according to legal frameworks and established recruitment standards. It also proposes the establishment of a general hospital in Al-Hadba (Ghayl Binyamin) funded by the value of diesel reserves held by PetroMasila, alongside an investigation into corruption allegations related to the PetroMasila Exploration and Production Company.

Furthermore, the council emphasized the management of all local and central revenues for the development and reconstruction of the province, in coordination with the government and regional and international donor communities.

The statement highlighted the need for local authorities and all Hadrami components to welcome the agreed-upon decisions and to end protest activities in preparation for comprehensive reforms that will restore Hadramout's position as a driver of development, stability, and peace.

The Presidential Council urged the people of Hadramout and their political and social components to keep the province free from any internal tensions or disputes, maintain its security and stability, focus on development, alleviate the suffering of its residents, and enhance its historical status as a model of peace and the rule of law.
