Yemen's PLC Receives Draft Governing Rules

The Presidential Leadership Council (PLC) has received a comprehensive draft of governing rules from its Legal Committee. President of the PLC Rashad Al-Alimi accepted the 59-article, six-chapter document on Thursday, following nearly three years of legal review and drafting.

The official Saba News Agency reported that the draft aims to solidify the Council's operational framework and that of its affiliated bodies, aligning with commitments supported by regional and international stakeholders.

Judge Hamoud Al-Hitar, leading the legal team, presented the draft to President Al-Alimi, highlighting the committee's focus on addressing Yemen's unique circumstances and the demands of its transitional period. The presentation included an overview of the committee's future role as a legal advisory body for the government.

Established in April 2022 as part of the power transfer agreement, the Legal Committee, composed of national legal experts, submitted an initial draft in May 2022. Subsequent revisions, incorporating feedback, culminated in the final draft in February 2025.
