On November 2, 2024, Yemeni Prime Minister Ahmed Awad bin Mubarak tasked the Central Organization for Control and Auditing with reviewing all activities of the General Secretariat of the Cabinet amid recent claims of missing financial checks from the Prime Minister's office.

In a directive to the head of the auditing agency, bin Mubarak instructed the formation of a specialized team to investigate allegations raised by the Secretary-General regarding the issuance and subsequent disappearance or cancellation of checks.

According to the official Yemeni News Agency Saba, the Prime Minister also ordered an inquiry into the recent unauthorized publication of official documents on social media, demanding urgent results.

A document dated October 30, 2024, accused Anis Baharitha, the director of the Prime Minister's office in Aden, of obstructing an investigative committee looking into legal violations, including the disappearance of financial checks.

The memo, obtained by "Barran Press," was submitted by Secretary-General Motia Dhamaj to bin Mubarak, detailing an incident on October 27, when Baharitha interrupted an internal meeting focused on the investigation into the missing checks.

The circulated document claims that Baharitha disrupted the meeting, shouted inappropriate remarks, and forcibly ended the session, preventing the committee from completing its investigation.

It was noted that Baharitha justified his actions by saying he was following the Prime Minister’s directives. The incident reportedly caused chaos within the General Secretariat and among the staff present.

The Secretary-General characterized Baharitha's actions as a violation of the regulations governing the operations of the General Secretariat and the Prime Minister's office, stating that he later left with financial department employees in his vehicle.

In his memo, the Secretary-General urged the Prime Minister to direct an investigation and take appropriate actions regarding the incident, which he claimed disrupted the functioning of a state institution and encroached on the authority of others.
