On November 17, 2024, Rashad Alimi, head of the Presidential Leadership Council, reviewed a plan with the Speaker of the Parliament, Sultan al-Barakani, to restart parliamentary sessions and discussed the agenda for the upcoming session.

The meeting included discussions with members of the council’s leadership, Muhammad al-Shadadi and Mohsen Basur, focusing on recent developments and necessary measures to strengthen state institutions, as reported by the official Saba News Agency.

During the meeting, Alimi received a briefing from the Speaker on the Parliament's activities over the past period, as well as the results of committee work regarding the performance of the executive authority and the overall situation in the country.

Alimi highlighted local developments, particularly economic conditions, fluctuations in currency exchange rates, and essential goods. He emphasized the Presidential efforts to accelerate the implementation of an economic rescue plan and policies aimed at alleviating humanitarian suffering caused by Houthi attacks on oil facilities and international shipping routes.

He also shared the outcomes of his recent meetings with regional allies and international partners concerning urgent interventions to enhance the national currency's stability, comprehensive reforms, and securing essential services and goods.

In this context, Alimi expressed gratitude to Saudi Arabia and the UAE for their continued support of the Yemeni people and the government’s budget, which is critical for fulfilling obligations such as paying salaries and securing basic goods and services for millions of Yemenis.

It is noteworthy that the last parliamentary session took place in Aden in 2022, where confidence was granted to the Presidential Leadership Council, formed through an agreement among political parties, consisting of eight members led by Alimi. This agreement transferred powers from the elected president, Abdrabbuh Mansur Hadi, and his deputy, Ali Mohsen al-Ahmar.

The Southern Transitional Council has opposed parliamentary sessions in Aden, which it claims as the temporary capital of Yemen. A report from the UN Security Council’s panel of experts noted that the council seeks to replace the Parliament with a "Consultation Body."

In its annual report published on November 2, the panel stated that the Southern Transitional Council rejects parliamentary sessions, arguing they represent a relic of an old regime, while promoting the establishment of the Consultation and Reconciliation Body.

The Consultation and Reconciliation Body, which is affiliated with the Presidential Leadership Council, was formed under the power transfer agreement from President Abdrabbuh Mansur Hadi and comprises 50 members. It is headed by Mohamed Al-Ghaithi, a leader within the Transitional Council, and aims to assist the council in fulfilling its tasks and bridging gaps among political factions while discussing political, economic, military, and security issues.
