Aden, Yemen – On Monday, November 25, 2024, Yemeni Prime Minister Ahmed Awad bin Mubarak convened a meeting with the military and security committee, led by Major General Haitham Qassem Taher, to discuss the procedural implementation of financial and administrative reforms within the military and security institutions.
During the meeting held in Aden, Yemen's temporary capital, the Prime Minister received a report from the committee’s leadership regarding progress made since its formation under the power transfer announcement. The report highlighted efforts to restructure the armed forces and security under a unified national command within the framework of the rule of law, along with the main matrix prepared by the committee and the necessary support for its implementation.
The meeting resulted in the approval of a joint executive team between the government and the military-security committee to carry out several measures outlined in the committee's main matrix. These include implementing a biometric system for military and security personnel and addressing financial and administrative reforms.
Various proposals were discussed on how the committee could enhance its efforts, along with a development plan aimed at improving the infrastructure and performance of the armed forces and security to effectively combat the Houthi movement, which is internationally designated as a terrorist organization.
The Prime Minister emphasized the leadership's reliance on the committee's work in unifying operational decision-making and advancing military and security institutions. He confirmed that several directives had been issued to relevant ministries to implement recommendations from the committee, underlining the importance of strategic plans to enhance military efficiency and capabilities.
Bin Mubarak addressed the current political and economic challenges, prioritizing financial and administrative reforms, transparency, accountability, and anti-corruption measures. He highlighted the critical role of the armed forces and security in supporting these initiatives.
He declared that the ultimate and unwavering goal shared by the republican ranks is to defeat the Houthi agenda, whether through peaceful means or military action, asserting that the Yemeni people will not accept a return to oppression.
In his remarks, he paid tribute to those "writing heroic epics in defense of the homeland" against Houthi militia forces, honoring the fallen heroes and pledging government support for the wounded and the families of martyrs.
The Prime Minister reiterated the government's commitment to prioritizing military and security institution needs, enhancing their operational capabilities, and improving the conditions for personnel amid ongoing challenges.
He noted an increase in government spending on military and security sectors this year compared to last, emphasizing the importance of these reforms as a strategic goal to uplift the national institution and improve conditions for its members.
Bin Mubarak concluded that "there can be no reforms or development without active participation from the armed forces and security," stressing that without genuine financial and administrative reforms, no progress can be made in state institutions.
