On Thursday, December 5, 2024, the World Bank launched its Climate and Development Report for Yemen in Aden, the country’s temporary capital in the south. This report, developed in partnership with the internationally recognized Yemeni government, aims to address the urgent climate challenges facing the nation.

During the launch event, Yemen's Minister of Water and Environment, Tawfiq Al-Sharjabi, described the report as a strategic opportunity to direct efforts towards a sustainable future amid the significant challenges Yemen faces. He emphasized that Yemen is grappling with a complex crisis, where the impacts of climate change intersect with the ongoing conflict, leading to severe economic and social repercussions.

Al-Sharjabi noted that the ongoing war has negatively affected the country’s vital infrastructure, exacerbating water scarcity and drought conditions, and resulting in the displacement of millions, which has deepened reliance on humanitarian aid. He stressed the need for strategic solutions through investments in sustainable infrastructure and enhancing local communities' resilience to climate change.

The minister highlighted pressing challenges in Yemen, including water scarcity, increased food insecurity, deteriorating infrastructure, declining public health, and worsening poverty that contributes to societal fragility. He pointed out the report’s focus on investment opportunities in renewable energy and the critical role of peace and stability in successful climate adaptation efforts.

Dunia Abu Ghaida, the World Bank's Country Director for Yemen, stated that the report provides an in-depth analysis tailored to Yemen, exploring the complex challenges facing development. She noted that it emphasizes the integration of climate risks, development goals, and the economic situation in the country.

Abu Ghaida outlined that the report centers on development, conflict, and climate issues, providing evidence-based recommendations for effective policymaking in Yemen, aimed at improving expected outcomes related to climate conditions.

She added that the policies proposed in the report are designed not only to address climate challenges and enhance economic growth but also to reduce poverty and promote social justice. There is a strong focus on the necessity for financial resources and innovative funding mechanisms to tackle ongoing challenges and changes.

Additionally, Dutch Ambassador to Yemen, Janet Seppin, presented an overview of projects and initiatives funded by the Dutch government across various sectors, especially those addressing climate change. She emphasized the importance of engaging the private sector in the development process, stating that the report will provide crucial information to support decision-making and scenarios for addressing climate risks while fostering humanitarian interventions and development efforts in Yemen.
