On December 26, 2024, the Security Committee in Hadramout, eastern Yemen, firmly rejected any recruitment efforts outside the official defense and security institutions. During an extraordinary meeting led by Governor Mabkhout bin Madi, alongside Major General Talib Saeed Barjash, commander of the Second Military Region, the committee called for the immediate return of officers and soldiers who had been reassigned away from their units.

Governor bin Madi stated that any recruitment outside military and security institutions is "unacceptable in every aspect," emphasizing that the armed forces and police belong to the entire populace and are tasked with safeguarding the nation. He stressed that no individual, organization, or political party is permitted to create military or quasi-military forces for any purpose.

He reiterated that recruitment must only occur through official government channels, which will manage the process based on available resources and recruitment budgets. Bin Madi classified the armed forces as a regular military institution and noted that security forces operate under civilian authority, all subject to the constitution and law.

Major General Barjash warned against the dangers of unauthorized recruitment and the formation of military groups outside the official army and security forces. He expressed that such actions could lead to chaos and stated that the military region would not allow Hadramout to descend into conflict and lawlessness brought on by illegal militia formations.

On December 21, 2024, the Hadramout Tribal Alliance held a heavily armed tribal display to commemorate the 11th anniversary of the "Hadramout Popular Uprising." The alliance showcased armed vehicles and a variety of weapons during the event, asserting their demands for a share of the oil wealth for the residents of Hadramout.

Sheikh Amr bin Hubresh Al-Ali, head of the Hadramout Tribal Alliance, emphasized the rights of the people of Hadramout and their desire to be a significant player in the political process, while also directing the alliance's security committee to take practical steps regarding recruitment.
