On January 8, 2024, the People's Republic of China officially denied accusations from an Israeli report claiming it is supplying weapons to the Houthi group, which is internationally designated as a terrorist organization, in exchange for safe passage for its ships through the Red Sea.
The denial came in a statement from Zhang Guoping, spokesperson for the Chinese embassy in Israel, responding to an article published by Israel 24 News titled “China Helps Houthis Obtain Weapons for Safe Passage in the Red Sea.”
The article alleged that the Houthis received advanced guidance components and equipment from China to build ballistic and cruise missiles, posing a threat to Israel and Gulf states.
In his statement, which was reviewed by Barran Press, Zhang expressed China’s strong discontent and opposition to the article's content, describing it as “malicious and misleading,” aimed at sowing discord between China and Israel as well as between China and Gulf countries.
Zhang emphasized that "China's position on the situation in the Red Sea is clear. The Red Sea is a vital international trade route for goods and energy." He also voiced concerns over escalating tensions, stating that China has been working to de-escalate the situation since the onset of the conflict, calling for an end to attacks on civilian vessels and urging involved parties to avoid stirring tensions.
The Chinese diplomat asserted that China handles military exports with wisdom and responsibility, stating that exports of dual-use materials, including civilian drones, are subject to strict controls. He reiterated that “China has never provided weapons or components to parties involved in the conflict,” dismissing claims of an “advanced weapons supply network” as entirely inaccurate and irresponsible.
Zhang also criticized U.S. sanctions against Chinese individuals and companies, labeling them as lacking a basis in international law and as unilateral actions that harm Chinese interests. He condemned the U.S. for hypocritically exacerbating conflicts while blaming China.
He called on the international community, particularly major powers, to play a constructive role in preventing further disturbances in the region, rather than exploiting hot issues for their own interests.
Zhang reaffirmed China's commitment to promoting peace, stability, and development in the Middle East, asserting that China has never intervened in the internal affairs of Middle Eastern countries or sought to create exclusive factions in the region.
He urged Israel 24 News to adhere to professional ethics and the fundamental principles of journalism, retract its unfounded accusations against China, and publish content that fosters friendly relations and cooperation between China and Israel.
This marks the first time China has addressed reports alleging that Chinese companies have been involved in supplying weapons and components to the Houthis, including drones, ballistic missiles, and naval mines. Additionally, annual reports from a panel of experts on Yemen have identified several Chinese companies as sources of weapons or components seized during attempts to smuggle them to the Houthis.
