The Yemeni Presidential Leadership Council (PLC) convened on Tuesday, September 17, 2024, to discuss service, living, and development conditions in the country, with a particular focus on the situation in Hadhramaut Governorate (eastern Yemen). The council emphasized efforts to address the legitimate demands of the people of Hadhramaut and strengthen its historical position as a model for state presence and the rule of law.

According to the official Saba news agency, the PLC meeting was chaired by President Rashad al-Alimi and attended by all members: Abdullah al-Alimi, Faraj al-Bahsani, Aidarous al-Zubaidi (via video conference), Sultan al-Arada, Tariq Saleh, Abdulrahman al-Mahrami, and Othman Majli.

The meeting reviewed local developments across all levels, including the Houthi militia's escalated military actions (internationally recognized as a terrorist group), their "grave human rights violations," and the ongoing impact of their "terrorist attacks" on oil facilities and international shipping routes.

The PLC received briefings and assessments on the situation in Hadhramaut, highlighting efforts to enhance security and stability, improve living conditions, and alleviate the suffering of citizens, particularly in the electricity, education, and water sectors. The council also discussed mobilizing resources to overcome the repercussions of Houthi attacks on oil facilities and international shipping routes.

The PLC reviewed reports from member Faraj al-Bahsani, the local authorities, the presidential committee, and relevant entities, which included ideas for developing a joint plan outlining priorities for the current phase and the requirements for its implementation across various fields.

The PLC affirmed its full understanding of the rights and demands of the people of Hadhramaut, noting the awareness of all components - local authorities, political forces, and community members - in strengthening unity and keeping the governorate free from any internal tensions or conflicts. They emphasized the need to focus on development, alleviate the suffering of the people, and enhance their representation in local and central decision-making.

On Monday, September 16, 2024, the Unified Council of Eastern Governorates (Hadhramaut, Mahra, Shabwa, and Socotra) issued a warning to the PLC regarding the delay in addressing the demands and rights of the people of Hadhramaut, particularly those of Hadhramaut Governorate.

This warning came in a memorandum signed by Abdulhadi al-Tamimi, head of the preparatory committee for the Unified Council of Eastern Governorates, addressed to the PLC and its members. "Barran Press" obtained a copy of the memorandum.

The memorandum, issued in anticipation of the upcoming PLC meeting, urged the council to expedite the fulfillment of the demands of the people of Hadhramaut, including their "equal partnership and fair distribution of power and wealth," as well as their "active participation in the final solution to the Yemeni crisis in accordance with the three references."

Hadhramaut Governorate has witnessed widespread tensions and protests. "Barran Press" conducted an investigative report on these events and obtained confirmed information indicating that the recent tensions in Hadhramaut stem from conflicts of interest and influence between the local authorities, represented by Governor Mabkhout bin Madi, and the head of the Hadhramaut Conference and tribal alliance, Amro bin Habrish.

Recently, President Rashad al-Alimi directed the formation of a presidential committee to examine the demands of the people of Hadhramaut and submit proposals for their resolution.
