U.S. Treasury Sanctions Russia-Based Network Supplying Arms to Yemen's Houthis

On Wednesday, the U.S. Department of the Treasury imposed sanctions on a Russia-based network facilitating arms and goods procurement for the Iran-backed Houthis.

The sanctions targeted individuals and entities involved in supplying the Houthis, including Afghan nationals Hoshang Khairat and Sohrab Khairat, both residing in Russia. According to the Treasury, this network facilitated the acquisition of weapons and goods, including allegedly stolen Ukrainian grain.
The Treasury added that the Khairat brothers assisted senior Houthi official Saeed Al-Jamal in procuring millions of dollars' worth of goods from Russia, which were then shipped to Houthi-controlled regions of Yemen.
This action builds upon previous U.S. sanctions imposed since early 2024, which have targeted companies, individuals, and vessels linked to Saeed Al-Jamal. Al-Jamal is accused of managing Iranian financial support for the Houthis, including funds derived from Iranian oil and gas sales, which are used to finance military operations and expand the Houthi arsenal.
