Yemeni Presidential Leadership Council Chairman Rashad al-Alimi has appointed five new deputy ministers, according to the state-run Saba News Agency. The appointments, formalized in Presidential Decree No. 161 of 2025, follow the recent installation of Salem bin Breik as Prime Minister, replacing Ahmed bin Mubarak.

The newly appointed deputy ministers are:
1- Saad Mohammed Saad Mohammed: Deputy Minister of Justice
2- Mohammed Saree Ali Basarda: Deputy Minister of Legal Affairs and Human Rights
3- Mujahid Abu Shawareb Issa bin Afrar: Deputy Minister of Water and Environment
4- Anwar Ali Yahya Hassan Al-Amri: Deputy Minister of Endowments and Guidance
5-Moein Mahmoud Saleh Ahmed: Deputy Minister of Local Administration

The changes come amid reports of a power struggle between al-Alimi and former Prime Minister bin Mubarak, who resigned citing obstacles to fulfilling his constitutional duties and implementing government reforms. Sources indicated the dispute centered on al-Alimi's rejection of bin Mubarak's request to dismiss 12 ministers.
Bin Mubarak, who was appointed Prime Minister in February 2024 after serving as Foreign Minister, has now been appointed as an advisor to the Presidential Council. He previously gained prominence after being kidnapped by the Houthi group in 2015.
